Starting Point
Randallstown, MD is an affluent African-American suburb outside Baltimore. Unfortunately, its main thoroughfare does not reflect the perception of affluence. A UDAT's goal is to try to find ways to revitalize the town core to be in alignment with the aspirations of the community.

Exploration
In reviewing previous UDAT deliverables, the emphasis on design participation was rethought to include traffic engineers and land use professionals. The UDAT team had three specific groups : design, policy and land use.

Solution
Documenting in real time allowed the team to develop an interactive file that had all activities and recommendations completed by the end of the five day event. It made visible the UDAT process. Due to this documentation, the town received millions of county and state dollars that otherwise may not have been advanced.

Randallstown is about 12 miles northwest of Baltimore and is built on the old post road. With postwar prosperity, there was renewed suburban growth bringing many new roads, ranch style housing and transforming into a bedroom community.

The home was defined within the context of the street and fabric of the town. Residents had very subjective names and understanding of where common landmarks were in the town, providing a fractured understanding of place.

     Recommendations
The UDAT Team focused on rehabilitating the town core and creating development zones to anchor further development. This provided short-term focus and a securing of county and state resources to begin.
